Jurisdiction and agency changelog

This changelog tracks changes to the jurisdictions you can register for through Middesk and the rules for registering with them. That covers jurisdictions being added or removed, changes to jurisdiction details, changes to how registration works for a jurisdiction, and changes to agency details such as processing times and downtime notices.
